Appearance
Standing at 5'7 and blessed with an eye condition that has one eye blue and the other brown, Billie keeps a sole and very noticeable lilac streak in her blonde hair. At one time she did dye her hair a brownish black but now she strictly keeps hair dying to a sole lilac streak.
Billie has several piercings; one in her nose, three in each ear, her navel, and her tongue pierced. She also has several tattoos: a dragon on her inner wrist ,stars traveling up her collar bone, on her foot she has a tattoo of the care bear Grumpy Bear wearing a tilted bowler hat, and finally a tattoo of angel wings on the back of her neck. Part of her has been wanting to possibly get the stars removed but hasn't committed to it. Billie also has a tattoo, about three weeks old, of the Kanja symbols for 'Hell born' on her left hand that she got back in October.
She enjoys jeans and teeshirts. Billie never once will wear a dress or high heels. She actually claims that she was never 'taught' how to walk in either so both just don't work on her. Her favorite part of her attire are her silver lensed sunglasses that are always on her; either on her head, hung on the collar of her shirt, or covering her eyes. Billie also claims to hate pajamas (she told that to Vasili shortly after the man attempted to discover more about her)
Personality
Quick witted and sarcastic, Billie is still learning the meaning of boundaries. She has a brilliant mind yet a jaded out look on life. Always willing to cheer for the under dog, Billie is overprotective of her friends. Always willing to throw the first punch, Billie is secretive about the man, Gavin Faulkner, who supported her by paying for her home and occasionally a few things she needs. Refusing to be called kept, Billie defends herself more than anything else. Quick to anger, Billie is trying to survive in a world she fought hard to avoid.
She also however has been defined as a leader by those she works with (never once has she clarified herself as their boss, like she is on paper.) She claims that as long as the people treat her with respect, Billie will return the favor. If you act like a two year old then she'll treat you like one. Fun loving however, Billie is still able to be classified as a partier.
Extremely wary of anyone who speaks ill of her studio, Billie suffers occasionally of a syndrome she loving calls “open mouth insert foot” She's put off by children and find babies scary to say the least (and to put it nicely)
History
With her mother a cop in Vegas and father a casino owner, Billie was in and out of trouble everyday of the week. Her father was always dancing around with younger women, for show so he said, and then one day her father filed for divorce and became the talk of the town of his many flings with those models he had been sporting.
Taking her father's betrayal hard, Billie went to the wrong crowd. Her boyfriend(who was also 23 years old) at the time was heavy into not only drinking but drugs. Her mother did everything to keep her from jail but Billie kept doing everything she could to get her father's attention.
Running away from her mother, Billie finally got attention when her and her boyfriend were arrested and separated from each other. Sending her to her grandmother, Billie felt abandoned. Seeing that neither parent wanted her, Billie continued to drink and was quickly arrested for crashing her grandmother's car into the guard rail.
Forced into detox, Billie finally found peace. Mainly because she was around people like her and all of her old contacts didn't know how to find her. She was able to start over. Getting a job at a local restaurant as a sever, Billie met a good man and became engaged.
It was then that her father tried to reach out to her. Fearing every change her father wanted to make, Billie ran from her wedding unable to face a new life from fear and mainly because her father swore up and down 'that she would not be treated like her mother'
Making it across the country, Billie arrived in Pleasant Port penniless. Starvation had made her steal from several gas stations and she had even begun drinking again just to have something to eat. Coming into Cafe Atlantique Billie had decided to do a dine and dash before moving onto another city. Perhaps it was the people there that kept her doing so but after quick scribbling a quick apology on the napkin, Billie ran.
Setting herself up in the corner of a homeless shelter, Billie hid there for several days before finally summing the courage to call Gavin Faulkner, her counselor from rehab. She was surprised when he arrived in Pleasant Port and took her under his wing. Setting her up in an apartment at first, Gavin remained with her as she went through her detox again.
After a while, Billie went in search of a job, feeling obligated to do so for Gavin's sake (mainly due to the man take care of her every day...paying her rent, getting her food..anything she needed) Dying her hair blonde, Billie got a job at the Leisure Club Restaurant as a waitress. She's still unsure how she got it since in her eyes the place is 'snooty to say the least' and 'the air is too stuffy to even hack a loogy in' However she was able to buy her own groceries and live some of a free life.
Then she met Vasili, when she got a new tattoo (her angle wings). Having designed them by herself, Billie was taken under his wing as a student of the trade. Becoming a head piecer there, Billie was surprised by Gavin when he purchased a house for her as a 'graduation gift'. Attempting to suggest that it was too much, Billie and Gavin became an item for only several weeks.
It was Gavin that joked that, “she got the house.” In actuality both knew it wouldn't have worked between them because they knew every secret. There was no surprises between each other because they knew everything. Billie didn't cry after they mutually agreed to call it quits and just be friends. While he still checks in on her, Gavin has sent most of Billie's file to Rosa Gray and gave Billie Rosa's number. Billie subsequently lost the other woman's number due to her only trusting Gavin with her care.
However the bigger shock came to Billie when Vasili moved away with out notice. They worked like usual however, schedules made by agreeing when it was good for people to come in. They had two piercers and three tattooists every shift. It wasn't until a customer asked to speak to the manager about something when the group went silent and Billie stepped forward and claimed herself as the manager.
Since then, Billie has attempted to run a tight ship. She's lost help due to their anger about her taking over the shop and refusing to step down for those with more experience. Billie has also brought a more community feeling to her shop. For Community Events her tattooists do face paintings for a small price. Her piercers are in charge of a dunking booth.
Billie has set up a new life for herself in Pleasant Port and loves it.
Living Situation

Lives in town since: Billie drifted into Pleasant Port about five years ago as a runaway. Since then she has set herself up first as a waitress (with a little assistance from a man who would come in town every other month) and then as a shocked owner of a tattoo studio. Now since she has become a member Pleasant Port community, Billie has refused to leave...however never once spoken of her family or of Gavin.
Does she live alone?She lives there with her saltwater fish, two iguanas, and a tarantula named Pookie. Occasionally Gavin pops in to make sure she's okay (but that's once or twice a year if that) She also will 'rent' out a room to run aways...generally all she asks is for them to do a chore or pass the love on.

Family
Billie claims her family is dead. In all truth to her they are. If some one caught her with Gavin, Billie would come up with a new history on him and their relationship. For Billie, Her father is a pain in the ass. He destroyed her life in so many ways and considers him to be the bane of her existance. The one reason she decided to stay in Pleasant Port is because his grubby fingers were no where near the city.
Back in Vegas he runs the Star Dust a top casino. He wants his kids to have the best.
Cadence Laas//Mother
For a single mom, jilted by her husband, Cadence did all right. Her only problem was that she was so busy trying to do the best of avoiding the problem with Billie that she didn't do anything to HELP her daughter. When Billie was arrested for running away from home Cadence sent her way. She remarried and is now a lieu on the police force.
Will Laas//Step father
When he and Billie's mom met, Billie was already spiralling out of control. She kicked him in the knee the first time she met him after she had run away from him. Another cop, Will attempted to be there for her but was always bickering on how to let Billie runn her life with Jimmy. She now compares him to her birth father. He isn't sure if she has exactly forgiven him for the fight that supposedly blew up her wedding but he's still there for her.
Sunshine Strummer//stepmother
Jimmy Strummer's new wife. She has no lasting relationship with Billie and at times Sunshine, or Malibu as Billie calls her, can't even remeber her name. Billie has been known as Bambi, Brittney, Baby, and finally Bianca.
Like always, Sunshine (born Lili Lucas) worked at the casino as a blackjack dealer.
Jonas Strummer//half brother
The one that broke Billie's family. Like her Jonas thought his father was a saint and was able to marry his mother because of some strange reason. That reason was the fact Jimmy was still married. Like Billie as well, Jonas has no connection with his father and rumoredly is just as screwed up as she is. Unlike Billie, he however lives off the trust fund that his father set up for him.
Candy Strummer//father's ex-wife
Bent on marrying Jimmy she broke up Billie's family. She has more reason to hate Candy then anyone else. However that hate never really went to Candy it went to her father. Billie still has no contact with Candy though. The woman's name is banned in Billie's presence along with the name of her half brother, Jonas. She now is divorced from him after Jimmy was screwing around with another one of his girls. Oh well, what goes around comes around.
Dr. Gavin Faulkner//ex-boyfriend, shrink, friend, gigalo......depends on what Bille states him as!
While he's not family, Billie adores him more then any natural blood relative. He took care of her in more ways then one and she loves him. At one time they dated but they broke up and Gavin has recently gotten married to a young doctor in Atlanta. As a wedding gift, Billie sent them sex toys from Gigi's shop with a loving note to 'Kink it out- Love Billie.'
Patrick Stummer//Uncle
While Billie labels him the sane one of the family, She is also extremely close to him even though he works with his brother, at the casino as Jimmy Strummer's chief of security. She calls him every so often and if she needs money he sends it to her. Billie secretly has him as a silent partner at the moment in the tattoo parlor, though she doesn't want to lean on him during the entire thing. Currently, he's the only one who knows she's in Pleasant Port.
When they first met Georgina and her only had Vegas as a connection. It didn't bother her that much before she was surprised that Georgina is her sister! In some ways that damaged the relationship between them seeing that Georgina was her best friend in Pleasant Port and now her friend is her sister. She's still wants to be friends but she's not sure if there is anything else in the relationship.

Miko Ronin - Billie doesn't really remember much about meeting Miko save for the card in her backpocket. After all she was drunk but Miko gave her a ride home and was kind enough to put her to bed.
Sally Brown - They met at the Salon wher Sally works at. They've got a friendship building and Billie likes her.
Ethan Hauer - Was it Vodka and Sex or just Vokda? Billie doesn't know due to her being that drunk. He doesn't seem to remember either but it hasn't stopped them from hanging out more since she discovered that Georgina is her sister. She hasn't slept with him again though.
Bliss Adair - She met her when she went clubbing at Atlantis and finds the girl cute with her blonde hair and baby doll face. However there isn't any other sexual attraction between not because Billie doesn't want there to be but because Billie has refused to make a pass at any of her friends. That's her father's job
